Help, opinions from you car guys.................1975 dodge dart

Im seriously considering purchasing a 1975 dodge dart. Runs great, new tires, etc. The roof of the car is completely rusted out. Its literally a layer of brown. Im on an uber tight budget and was wondering about going at it myself{sanding it down, priming and painting it}....OR.....just sanding it down myself and going to get a cheepy earl shibe job. How much more would a cheapy paint place charge in dealing with the rust? Ive sanded, bonded and painted old bikes before, but this is a different world..........suggestions, opinions?.....I just want to paint the whole thing white.....{its cream now}

Is it just surface rust, or are there actually flakes falling off, and holes forming? from the pics it just looks like surface rust, which you could easily deal with.
 
Cool car. Not quite a classic but They dont make em any more. So its just a mater of time. If I had it I would go white, As low as it goes, Fix the roof with fiber glass. Cover it with black or metal flake silver vinyl. Kawasaki green rims. But I am a Hot rod kinda guy. Workin on 28 model A. At least you could drive that. I cant even push mine.
 
Tap on the roof. Is your finger going to go through it? If not, your not in bad shape. Strip it and paint it, if you must go with fiberglass put a layer of POR15 or something under it, and yes metal flake roof!!
