issues getting headlight ears to fit

I feel extremely incompetent that I can not put this set of headlight ears on my bike. Does anybody have any suggestions?

I ordered the 35mm (didn't realize it was universial fit, even though it asked me to specify fork size), but there were some strips of rubber that was included for me to install with.
I have wrapped the fork tubes with the rubber strips, still does not want to fit snug, and the rubber strips bunch up when I try to slide the ears over top.

Anybody had this issue before?

Those are a bootleg version of the Tommaselli ones. Same concept for installation. Best bet is to use a silicon spray or some good old fashion Windex to get them slick. Slide them in place then blow the liquid out with compressed air.

That would be pretty easy, but in the ears would have to be a snug fit on the fork tubes. I have the opposite issue, the ID of the headlight ear is much larger than my fork tubes.

So they've sent the wrong ones....or are your forks not 35mm.

I have triple checked my fork measurements and they are 35mm. I was hoping they sent me the wrong size but am having trouble getting anybody to answer my calls or emails. Hopefully I will be able to send back and they can do an exchange.
