NHTSA sticker on an old bike

I did a search and didn't find any info on this, let me know if it's been discussed already.

I bought a '67 honda here in Georgia, and it does not have a NHTSA sticker on the frame. According to the DMV, I can't get it registered and tagged without the sticker. They weren't very helpful (surprise!) at the DMV with suggesting a path to get this thing on the road. I've inquired at the NHTSA, but haven't heard back yet with what my options are. As much as I love standing in line at the DMV, I'd like to minimize the time spent in that place. Next time I go in, I need to have everything lined up.

Anyone else run into this problem?

Do they inspect the bike for the sticker? The frame number is stamped on the steering neck (usually opposite side of the sticker) My bike, the sticker is a metal plate riveted on. Are there rivet holes where the plate should be?

When I register in NJ, the process is completely paperwork. No one looks at the bike for the sticker. Even when we had vehicles inspections on them (Last year they ended inspections on motorcycles), they never checked the steering neck, only lights, horn, etc
 
GA does a mandatory inspection. It's a pain in the ass to get a bike titled in MI too, but we're lucky that only rarely do we have to show the actual machine to anyone.

Your vehicle does not have a NHTSA label because the NHTSA did not exist before 1970. That should help.

And go to a different branch office, if you can. Don't bring up the sticker unless they do - you may have just gotten the one moron on staff (moron ratio may vary).

This makes perfect sense. I will head back and see where it gets me. I don't think the last person I spoke with wanted to be very helpful. I asked her about exemptions for older vehicles and she said there weren't any. If she's right, then any motorcycle build before the NHSTA (1970) would be illegal on GA roads!
