Sourcing Small Dia. Stainless Tube?

I'm building a new exhaust for a small displacement engine and having trouble finding decent prices on 25mm ID (~1") ID tubing. Most places will sell 1" or 1.250" OD tubing, and I'm left somewhere in between.

Are you buying tube line-to-line or resizing somehow to fit the preferred diameters?
 
Do either the OD or ID need to be exact? I've seen it thick wall with a 1" ID, but it's 1.5" OD. You can get flow tubing which is 1.01" ID and 1.25" OD. McMaster sells it all for reference, but if you get it from them it will cost. Most of my metal suppliers near me that sell tubing only sell 1.25" stainless tubing @ .065 wall thickness, which is about 1.125" ID
 
The ID is pretty crucial but the OD I can fudge .100" or so.
I'd like the ID to end up at .970 +/- .020. If it's under sized, I can get an expander. If oversized, I'll have a lip I'll need to address with the porting tools.

It's for a small bore two-stroke exhaust, so it's highly sensitive to both the diameter and the header taper before the diverging cone.

After a few weeks of ordering this and that from various places, I'm finding that McMaster Carr ends up offering the best options with low lead time. Otherwise ebay has good deals.
Anyway, thanks for the help.
