Those aren't spoons, that's a professional boring tool with spring loaded abrasive pads. The manufacturing process cannot be duplicated at home by laymans.

I'm quite certain it's a simple aluminum oxide compound epoxied to the surface, there would be no need for any special boring compound for this application.

On Italian bikes, you would use a cutting compound extracted from 3 year old salami. On an American bike, there is no need for this type of precision tooling. A round file is all you'd need. On a British bike,....who knows? British bike owners never get past sorting out electrics to actually worry about cylinder honing!
