They changed the law in California recently. Now the bike will never fall out of the system, and after 5 months or so they will garnish your wages for the back fees.

what is the reason they gave for not being able to do it? I live in cali, a friend of mine and I titled a cb750 and virago that were "out of the system" both with just bills of sale with the vin written on it.
