Can anyone ID this front end?

those are the upper mounts and not the ones i am talking about

on the older bikes they had a fender stay brace that bolted near the axle bolt

Yeah, I'm taking it back. Headlight looks right, fork lowers look right, horn looks right, but not the top part of the triple tree...

The headlight is an SR from what I can see. The triples are not even close though, but the fork legs look to be right.

I vote franken bike as well. Might have been off a custom from the early 90s lol.

OK, so I'm not crazy. This is what I thought too.
 
OK- I've pretty much confirmed it's a Honda CM400 front end. Pics on ebay/google match the front brake plate, forks (one is round where the axle mounts) and the top triple tree.
