Are the cb350 and cb360 stator covers the same?

They look close in dimensions. the Gasket is the same part number. So the diameter is the same.
The stator has the same bolt pattern, but are slightly different, the 360 having slightly more output and a rectangular connector instead of round.
They look very close. the depth may be an issue, and I am not sure if one is slightly deeper then the other.
Are you looking to put a 260 cover on a 350, or the other way around?

They made finned covers for the CB360. If you look at my before shots on my build page, you can see one.
I bought it back in the 80's from JCWhitney.
I have it on good authority that http://www.hondacb360.com/parts/ is in the process of making a finned cover for the CB360. they don't have it yet, but it will be coming. I know because I lent them mine for examination and to possibly make a mold. the mold from it was passed on, but they are going ahead. If you can wait a little, there will be a supplier.
There may be a depth difference between the covers. When I bought my CB360 finned cover, they also had CB350 ones too. they were different parts. I am sure if they were interchangeable, they would not of had 2 stock numbers.
Your call though... Maybe someone with a CB350 can take some measurements to compare....
