CB500 idle and carb question

Once again, this seems like a very simple question.

I have looked in the manual and googled the same thing but I can't seem to get it right...

My bike wont idle much at all when not on choke and it will lug for a few seconds then die, however, with the slightest amount of throttle it will idle. This leads me to believe it isn't a bad jet but a simple idle adjustment (granted I don't know too much on carbs). On choke the bike runs great and is smooth as ever.

I read in the manual that adjusting the idle on a cb500 is done by the nut/cable below the tank just before the cable connects to the carbs. So I go to adjust that and it does nothing. Neither increases nor decreases my idle (well it cant really decrease from zero). So my question is is this the correct way to adjust the idle? and if my pilot jet is clogged would it idle fine with the slightest amount of throttle?

Thanks for your help

#10 on the diagram is the idle screw. turn it in, and revs go up. period.
idle adjustment is not done at the cable, as cable needs a little slack at idle.
