front brake drum synchronization?

So because i took off my front wheel, when putting it back on I followed the steps in the fsm to synchronize my front brake.

With the wheel off the ground the process is to loosen the "secondary pad" (turning the connecting rod clockwise), then tighten the "primary pad" (which is the one directly affected by the threaded brake rod an nut) until it begins to rub, then tighten the secondary until it begins to rub as well. Well how the heck can i hear one or the other slightly rubbing? I couldn't really feel it rubbing either until it is really hard against it.

I followed the steps and now the brakes aren't functioning properly (I no stoppey). I cleaned and inspected all the internal components and springs and everything looks fine.

Any tips would be helpful from others with front drums.

adjust cable until your happy with lever position.
use zip tie or bungy to 'pull' brake lever.
use adjustable wrench to rotate brake arm
adjust connecting link for zero slack
If brake was working OK all you needed to do was spin wheel, apply brake hard, tighten axle nut (really needs 2 people)

by "brake arm" do you mean the cam lever thingy?

yea spinning the wheel and braking hard was a separate step in the fsm which I did, then i proceeded to screw everything up haha. it's weird how the fsm has you adjust each brake shoe separately. In hindsight I should have just left it alone.
