Front rotor rubbing fork.

I purchased a 76 cb750 a few months ago from an individual who started a rebuild but later quit and sold it to me.
Im not sure what he did exactly to the bike but I have noticed that the front rotor is rubbing on the front fork.
I'm not sure if he rebuild something wrong or that the fork it self is bent. Attached are some photos that should describe the situation a little clearer. Any info would be great.

I noticed that same thing on one of the lowers that I was preping for my bike. I am thinking that the axle was installed the wrong way and caused a mis-alignment of the front wheel. Pull the front tire and swap the axle around so that the nut is on the left side and see if that fixes the problem. the only real down fall is the pads may be worn funny as a result and you may have to replace them too.
