Front Sprocket Cover

I just drilled off the head of the last screw that was holding on the front sprocket cover and began to clean the mechanism that the clutch cable connects to. Got stuck at the last item in the cover

It doesn't seem to want to pop off, and appears to be held in by the threaded bolt on the cover.

read in the FSM that the nut loosens and the threaded bolt should turn but i can't get either to loosen with the cover off the bike. going to screw the bolts back on the lower case and try and turn the bolt.

does this come off or does it stay on?

Yes. That bolt comes out.
Maybe try threading the nut down a bit and clean up the threads at the end.
Should be able to hold the bolt with a screwdriver and loosen the nut with an open end wrench.
