Even if more gas is sent...the needle valve closes and does not allow it into the bowl. If #2 is the only carb with a high gas float level....I think it is in that carb.
I have seen constant leaks caused by a cracked/split brass overflow tube inside the float bowl. (At least on 750's) Check this...or swap it with #1 bowl and see if it follows.

I have taken this bike to a point where you can add your finishing touches to personalize it.
It has: Nelson exhaust - Barnett clutch and HD springs - Lester Mags - what I believe are Fast by Gast rear sets ?? - Oil cooler and oil pressure gauge...
Chain adjustment is done with changing out the "cams" that fit on the back. The bike originally came with a set of cams (round discs) to permit adjustment for different chain lengths. I may have a pic of a set that I sold on ebay a couple of years back.
