    Check the vin against a stolen registry online. Title is easy to get. Get a bill of sale on the bike, pay $42 registration to the state of Vermont, then 6% tax on the NADA "good" value of the motorcycle. Use the forms off their website. Cost me $86 to get my registration / plate from there...
