It's really hard to get a car without power windows and A/C these days. I would recommend that you just buy any Toyota or Honda. Every manufacturer has some issues with their cars at some point (some more than others), but your power windows will work for a very, very long time without...

I'm on Long Island too. Have you checked out Rainbow powder coating? They have been doing PC since the 80's. Last I remember they did some nice work. Couldn't tell you how their pricing is now though.
