There is no way to use a 19" tire on an 18 " rim, it will not physically seal and hold any air. You could not physically stretch the steel cord bead of an 18" tire onto a 19" rim. This question actually scares me to think that the OP is actually working on his own bike not knowing this basic knowledge.
