1975 Honda CB360t starter issues

I purchased a 1975 honda cb360t. the electric starter spins but will not engage. I pulled off the side cover to expose the starter gear and chain to see what was going on. My starter is spinning the chain clockwise witch does not engage the motor. when I kick start the bike it spins the magneto counter clock wise. when I spin the chain by hand it will engage the motor when I try to turn it counter clockwise, which is right according to the kick start, but why is my starter spinning the chain in the opposite direction? Please help
 
Did someone change the starter? Or is it wired wrong internally? It shgould turn counterclockwise, just like the motor....

if the starter motor is "reversible", and has two wires coming out of it, all you really need to do is swap the wires where they are connected to the bike harness and chassis.

Starter on a 360 has one wire and is grounded through the case. Either the starter brushes are wired wrong or the wrong starter is on. Not sure how the wrong starter could be fit on so I would guess the brushes are wired wrong.
