1983 Nighthawk 450 extra carb bits. WHAT DID I DO WRONG?

Excuse me for blatant noobery here, I'm stumped about a project. I'm cleaning a set of carbs for a friend and my kit included a part that I don't remember falling out during thediassembly.

The low speed jet had a wad of dark green junk in it and also a pile right below it, so i suspect it goes there, but how does the jet get any fuel with a plug in it? Bah!
 
The answer is the carbs are for more than one bike and the plug is for your model versus another. On a different motor the carb doesn't need the plug, and would have different size jets etc.

the pilot get fuel from the slow jet as a source its cross drilled

so teh plug stops it from sucking fuel directly from the bowl

if teh plug is not there it runs rich as all getout

That's what I was thinking but its nice to hear from someone who's held it in their hands. Thanks everyone and will update this weekend.

Wow, has been a while. Thought I could do an update considering everyone was so helpful.

We put everything back together with the carb plugs and then discovered that the keyswitch was wrong and wouldn't go. It looked the same but energized the wrong circuits. I jumpered the right ones and got all the lights to go and the starter worked, but wouldn't start. Messed around and put a few drops of fuel in the cylinders revealed she would run with fuel. Carbs came off again.

After some research, specifically a very thorough post over on hondatwins.org revealed that I have the 2 jet version, not the 3 jets and I don't need the plugs. Also the body doesn't have the cross drilling anyway.

So she runs. She actually started and ran very well without any adjustments to initial settings. Neighbor is very happy. Now I get to work on rebuilding an xr80 engine. Thanks for all your help, guys.
