73' CB350F smoking like crazy!!!

I didn't but maybe the guy I purchased it from did. Bike was purchased 3 weeks ago.

Put your hand over it for a few seconds, if your hand feels moist or you seen some condensation then it's probably just blowby recycled air from the top end of the motor. If the other end of that hose is connected to the very top of the motor, that's the case and that hose usually connects to the airbox and the air is recycled back through the intake so you don't notice it.

So is this hose suppose to be doing this? And just hanging there?

I don't know about your model but most other bikes have a nub on the air box for it to connect to
It may just be that it supposed to hang there
 
Is this the first time running this motor? Have you change the oil recently. Looks like condensation burning off or oil blowby.

I've been running for 3 weeks now. Oil was not changed recently.

Is the smoking something new, or has it been doing it since you have been running it?
Have you done any maintenance to the bike?
 
The pipe isn't meant to vent out it should connect to the airbox its the blowback from top of motor along with condensation from the hot oil too it usually gets re-burnt cos its drawn thru your intake into cylinder head , most people with pods etc have a degree of this smoking especially if the motor is run hard cos there's vents out of maybe a cone filter or straight open tube ,usually worse when fresh oil is used or in damp condition eventually it tends to die away but mine took a month and even now it does it if I don't use the bike for a while keep an eye on oil level and that its getting oil to the rockers to be safe mate hope it helps
