76 Honda XL250 timing and throttle

I am trying to find out how to set the timing on a 76 XL250. What Top Dead Center is and are there any secrets I may need to know.
This bike has a push/pull style throttle. The push cable broke and before this it would start and run. Now the bike wont start.

I have spark, the carbs have been cleaned, now I am not getting it to fire. I am lost so I am going to try to set the timing and hopefully this will work unless anyone else have some ideas.....

put in new sparkplug and new points , set points to .014", try again
they are very simple get a manual

you can use a cigarette paper method to time the ignition
once point gap is set timing is the f mark
