78 Cb400T clutch adjustment

Picked up a CB400 a few weeks back and it is in great shape physically. I've just recently had the carbs cleaned and tuned and I reinstalled them last week. The bike fired on the second crank without even needing choke.

Still haven't ridden it as I've just got it in my driveway while I do small things on my to do list. Last night I had it fired up and dropped it into first (clutch lever pulled all the way in) and it stalled. So today I added adjusting the clutch cable to my list of to-do's. However, discovered that the adjustments are already maxed out in both directions. My next adjustment would be to pop the operating wing (piece the cable connects to) off and rotate it at the engine cover to make up the difference needed. Is that the wrong assumption?

What are the other solutions to this?
