78 CB550 Battery not charging

I know this is the 3452878 post on battery charging issues. I have taken electronic classes and work with electronics but still consider it total magic so bear with me.

My bikes electrical/wiring was custom done when I was out of my home state doing training for my job for almost a year. When I got it back everything fired up and worked the way I asked....then on a short ride around my town the bike died...narrowed it down to the battery not getting charged. Reads 12.75-13v at fully charged. When its starts and I rev it...no change in voltage.

The stator is good to my knowledge. I have two and both check out good on the multi meter except for ultra low AC Volts coming from the yellow wires when the bike is on. Normally at idle they will give off around 15v but both the stators I have give off around .4** volts. When I rev the engine that number is suppose to jump up into the 50s....mine only go up to 1.1** volts.

Ohms readings are good (1.1~) and nothing goes to ground on the stators...which leads me to believe its another problem. Maybe the R/R.

Diode test on the R/R Red wire (on positive battery end) and Green wire (on negative battery end) both test out OK. They read .410v and .405v ....Now that I am typing this those readings for the diode test are the same as the voltage that comes out of the yellow wires at idle when testing AC volts.

On this bike my electrical components are...
-Headlight
-Coils (ignition)
-LED lit speedometer
-Left handle bar controls (headlight, signals, horn)
-right handle bar controls (start)
-Original Points
-LED Brake lights (always running)

There are a couple of exposed wire ends (Neutral, oil temp, and I think signals) for the indicator lights on the speedometer...i guess he didnt want to connect them....an overall shotty job by this guy.

Also there are alot of ends, about 10, that go to this "30 Amp 'Short Stop' Auto reset Circuit Breaker 12 Volt Right Angle" is this a fuse of some sort? http://www.wiringproducts.com/30-amp-short-stop-auto-reset-circuit-breaker-12-volt-right-angle.html

Let me know what you guys think the issue is...what I need to do.
 
I used to have serious charging problems on my cb550. I'm running a stock harness, but the best change I made to the harness was to add a ground wire connection to the frame of the bike. I soldered a pigtail to the green ground wire up near the coils and added a ring terminal. I scraped the paint off the frame where one of the coil bracket bolts screws into the frame and attached the new ground wire there. Suddenly, my lights were brighter, the signals livelier, and the charging issues, while not completely gone, were much better. Now I may have to top my battery up with a trickle charge once a month. I know that still sounds pathetic, but as all of these threads say, these bikes never charged very well right out of the box. Give the extra ground a try and see if that helps.
