Yep - typical to Nortons. The cutout is to provide access to the cap of the oil tank. I'm running one on my XS650 project mostly for aesthetics, but it also provides clearance for the tank strap toggle (and airconditioning for me).
Dont fool yourself.. That seat is specially designed for old men with weak bladder control...
notice the "bottle" under the cut out for the cathader...LOL...
