All the "neccessary" work done to it is all shirt a man or monkey could handle. with a few hundred bones & a tool set.

Seems to me you are really just paying for the body work. Which is good. I wouldn't drop 10K on it, personally. If I'm spending that money I'm at least getting a bike with disc brakes.
