For a click-style torque wrench lots of us use the el-cheapo models from Harbor Freight and the sort. Air powered impact wrench? Or do you mean a handheld impact driver you hit with a hammer to remove those horrible phillips head bolts from Honda engines with?
If so, again, el-cheapo. I've never had an $8 impact driver fail.
The torque wrenches at harbor freight get excellent reviews from all the car magazines. I have a craftsman (from when they were still made in USA) because I inherited it. If I didn't have that, I'd match down to HF with a crisp $10 bill and be done with it.
