Check the vin against a stolen registry online.

Title is easy to get. Get a bill of sale on the bike, pay $42 registration to the state of Vermont, then 6% tax on the NADA "good" value of the motorcycle. Use the forms off their website. Cost me $86 to get my registration / plate from there for my 74 CB360. Walk into DMV with a registration, potentially argue at the counter, VT doesn't issue titles for bikes more than 30 years old, get a Colorado title.

No bonded title, no nonsense.

Thanks VonYinzer. I've always been scared away by bikes with no title. It seems like if you do a vin check and it's not stolen there's not much to worry about.

You must provide DMV with the following: a completed Registration Application form #TA-VD-119 (PDF document 424.7KB), the bill of sale, the title to the motorcycle, an updated (current) odometer statement and payment of the proper fees. If you did not purchase the motorcycle from a dealer (if you purchased it from a private individual) you will also need a "Visual Verification of Serial Number" completed. If you had registered the motorcycle in another state you will also need proof of the amount of tax paid to the other state.

Titleable motorcycles 300 cc’s or more last registered in another state are required to have a VIN verification from the Vermont personnel listed above.

There's a caveat on this one, I think that if it's older than 30 years it doesn't need a VIN verification. I just took a picture of my VIN off the neck and sent it in 'just in case'

Even if you pay $200 for a bike and it's only worth $200. Pay the 6% of the 'good' value or $500 (whichever is higher) it's listed somewhere but I can't find it. They only seem to scrutinize cheapskates and won't register it.

I got my plate in one week with a temporary registration, and my sticker and registration a week after that.

I'm confused with the first few pictures of the back of the car. The only thing that changes is when she opens her mouth to reveal her two teeth. I'd say it's safe to assume she got those two teeth for Christmas.

I wouldn't call it a "terrible build" but 9k is ridiculous. This is why I can't find a shitty bike for cheap, because everybody thinks everything is worth more than it is. Maybe 5k? Maybe.
