Down my way I think the current ruling is 92~94dB at half of the revolutions that the bikes engine makes max power at. eg max power at 10,000rpm = test @ 5,000rpm.

They will take one reading when the driver idles the motorcycle, and then another when the engine is revved to benchmarks of 2000 and 5000 rpms.
