Can't get Rockers within Spec #'s....potentially damaged Cam?

Hey team,
I'll keep it brief. As some of you may know I had an engine casualty about 2 months ago where my cam sproket bolts sheared off/backed out & I rebuilt the engine. After replacing 3 of the 4 rocker arms & all 4 valves I am still having some issues, particularly with getting the valve gap to spec.

I'll begin with this: Compression test good, Carbs-Cleaned, Good Blue Spark, Properly timed. I've tested these numerous times.

I've been rotating the rocker arms through & I can get all of them to spec but the left intake valve I can only get the gap down to about .004in ...I know these things can operate slightly out of spec and still run "okay" but the left cylinder runs a little rough. (i.e. when I lift the left carb butterfly there is some significant hesitation before the motor will rev up.) when I take the bike out it will run up until about 6k RPM then the engine will run pretty rough.

Right Cylinder Runs perfect.

Because the carbs & the spark are good & the carbs are cleaned & set. I'm beginning to think the Cam Shaft was damaged in the casualty and may need to be replaced. I was always under the impression Cam Shafts on CB350's were bullet proof...But before I drop $400 is there anyway I can test this, other than doing what I've done, rotating the Pins & rocker arms?

Thanks team.

Did the can show any evidence of damage? Probably not since you installed it.
Will a can twist? Maybe. You said you changed rocker arms. Is there a problem
with one of those rockers? If the rockers check out I would see where the valve timing
events are happening. Rotate the engine and mark where the valve opens and closes
on both cylinders and compare.
