Carbs or valves

Hi.
I'm new to the site and have just got my '71 cb350 running. Its been sitting a while. rebuilt carbs. new ignition gapped and timed. once started, I get alot less pressure out the right side exhaust, but it is still firing. When revved, I get blow-back through the carb. Is this a stuck valve or does it have to do with carb sync/set-up (as I have had suggested). PS I'm a cheap newb but dont mind learning.

This would be my guess, too.

I checked a for leaking valves by turning the engine to the point the valve should be closed and blow compressed air into the spark plug hole. if there's air coming out of your carb, you know what to do...
