CB125S stiff clutch and it will not disengage fully

I'm having a bit of trouble with my CB125S.

The clutch cable is extremely stiff. I've tried replacing the clutch cable, replacing the clutch plates/springs, adjustments at the lever end and clutch end and still haven't been able to fix it. The clutch basket itself is in good shape with no obvious deformations that would impede the travel of the plates.

I don't know what else to try. Anyone have suggestions?
 
You need to find out where the crulpit is. Is there an arm on the outside of the engine for clutch or is the cable attached inside the cover to an actuator?

If there's an arm, remove the cable and see if the cable moves free when you pul the lever and the innercable on the lower end. Lube it while you're there.
If it goes smooth, you know its in the engine. If it goes horrible, get a good cable.

If it goes smooth, you now have to check the clutch actuator system. I'm not familiar with that particular bike, some some pictures would be helpful. Pics of the clutch basket and so on i mean. At this time, i can not help you any further untill you provide pictures. My guess is the actuator system is worn or dry/stuck, or that the arm the cable goes on it stuck in the cover.
 
The cable is new and moves freely.

The arm isn't stuck as best I can tell. It turns when trying to actuate the mechanism using the end where the the clutch cable attaches to move it.

I've also tried the side cover/clutch actuation mechanism from my parts engine off an '80 CB125S which uses a slightly different mechanism. Still the same results :(

May sound stupid but roll the wheel a bit and see if anything changes.... could be a burr in the wronged place or grit
