You are reading it on the DC setting on your multimeter, right?
 
Very strange that it's jumping around. Double check all your connections and make sure the metal is clean and the connections are tight. You could be fighting a bad ground issue.
 
I believe that is what's going on. Going over the bike today in the short time that I had I found a few loose bolts mounting electrical units.
 
You know what, man? I bet yer right. I'm sure vibration is causing irregular readings and insufficient charging.

Shouldn't be getting continuity here with no key in the ignition, correct?

That's positive side of starter solenoid to ground.
 
Ah, my mistake. So I went through and tightened a few bolts... The main ground was loose, as were the bolts on the starter solenoid, among others. With the new battery and solid ground, she seems to be charging. The battery I'm using is too big to fit so I can't go for a ride yet, but when the proper size battery gets in I'll give y'all an update. Thanks for the help, Matt!
