cb350 Carb Issues

The bike is running pretty rough all around since I've changed the exhaust. Switching from velocity stacks to AEM style cones seemed to help a good amount, but I'm still having issues. The bike really doesn't like 1/2 throttle at all. In my Clymers it says that 1/4-3/4 throttle is the territory of the needle jet, and that the adjustment is to raise or lower the needle jet clip. I am really confused because I have no clue what they are talking about. In my carb there is the push in jet, that you can see by looking down the air intake, that the needle goes into. The needle has a plastic piece behind it with 4 holes, and then a retaining clip on top of that. So what are they telling me to raise/lower?
 
The clip that holds the jet slips into some little notches. Move the jet up for more fuel, down for less.

and if so, I only see one groove in the diaphragm/slide:

The needles should have a little circlip on them (near the top). There should be 5 slots on the needle that the circlip can be put in. Move the circlip down the needle to richen the mix, move the circlip up to lean the mix.
 
The only thing you can do with those type of needles is put a washer underneath them to shim them up. You might have to modify the plastic cover to allow the needle to rise up in the slide if you do this.
