CB350 running light issue

I just purchased a new tail light from DCC and installed it. It works with both brakes when applied, but the running light function seems not to be working. Here in Virginia i am fairly certain that your motorcycle needs a back tail/running light on at all times in order to pass inspection ? Anyone have any ideas on why it might not be working? here's the light http://www.dimecitycycles.com/vintage-cafe-racer-caferacer-bobber-brat-chopper-custom-motorcycle-lighting-parts-chrome-lucas-led-taillight-225-1004.html . The running light also didn't work on my last light when i replaced it ( neither did the built in turn signals, so i figured the whole thing was messed up) BUT, i THINK it had earlier in the build, can't say for sure. I just got the bike on the road. thanks for the help guys!

ROOKIE MISTAKE!!! had to turn the head light on and boom... it works . Feel free to delete MODS or if you think someone else will be as dumb as me, keep it up
