Cb360 "beach" power band tuning

Come on in and sit on it.
My cb360 beach cruiser has been running now for a few days and Im having interesting issues, the main being the power band is whack, like full rpm range in idle, but under load (ie going uphill) it has close to no power in first, dies in second, and cant really hold up on flat ground in third. It runs decent in second gear on flat or downhill but come on. I thougt it was too lean to I moved from one turn out to one and 3/4 turn out, better but No dice... What would be causing this issue? Im running foam pods (moderate), stock jets, close to stock exhaust. Good fuel, good electric. Would it be related to timing being early or late possibly? Considering all I really have to adjust is my fuel air mixture I'm assuming its this.. The guys who "know" whats up please chime in, the people who have experienced this as well lay it on me. I would be glad to read any other posts related..

PS I finished the cb360 beach and picked up a 1978 Suz GS550 which I'm planning on actually doing a cafe racer this time. And not just for the esthetic, I want to unlock some torque from this 550 four, its my first four so once again I will have a new Thread going and please help design my two wheeled whip.

Somethings Im interested in is porting, switching compatible bolt on/drop in components like jugs, high compression pistons, high/long/etc lift cams, stacks and exhaust/jets, sprocket tooth settings. i dont know a ton about hot rodding an engine but I want to, feel free to school me/ send me links to learn about the interconnectivity of doing these mods.

Make sure both carbs are adding fuel. I have a constant problem of my left carb going lean when the tank is on reserve. It used to be much worse, but for some reason, my left cylinder will drop off and I'll be pulling on the right only. It drives about like what your describing. So when it does this, check closely to make sure you have fire coming out through both headers.

BTW: a really good tank cleaning, thorough carb cleaning, and new filters almost eliminated my problems. But still when the tank gets low, it's my left that acts up first.
