Back when I was building stuff like that, we just welded 1x1 angle iron to the base of the swing arm. Adds a ton of strength, and if the welds are laid in cleanly, looks really trick... just a lot of cleanup involved, the angle iron HAS TO blend smoothly to the base metal. Tack, trim, weld solid.

this seems like a pretty simple solution too.
 
If you do what ADC suggested but keep the size of the plate the same height as the shock mounts you should be able to move your shocks forward on the plate until you find the angle you want.
At least that is how I interpreted what ADC said. Here I edited your picture.

Will a 150 tyre fit without offsetting sprocket way over?
I don't see 360 having enough clearance on chain line (easy enough to offset brake torque arm)
