Cb360 throttle speed issue

I'm trying to adjust the idle on my cb360. It is currently at 3000rpm but I'm suppose to be at 1200. It says in my cylmer to use the throttle speed screws and adjust it the rpm turning it clockwise to increase rpm and counter to decrease. When I turn it counter clockwise the rpm does not change it just stays at 3000rpm???
Any help will be greatly appreciated
 
sounds like you may be adjusting the idle mixture screws.

Your throttle has only one throttle speed screw which is a dime sized knob located on the left side of the carburetor. It should be attached to the carburetor by a cable in a rubber hose that goes to the center of the carbs, if that is what you are adjusting then it may be disconnected from the carburetor itself and you will probably have to start taking the carbs apart to gain access.

It could also be that your throttle stop screw is set improper and not allowing the throttle to make a full return, try and twist the throttle backwards (away from you) does the idle lower? that adjustment is in between the carburetors.
 
Probably the cable adjustment isn't right, 'opening' cable too tight
Carbs out of sync can also cause high idle
The 'throttle stop' screw is for full throttle not idle.
