CB400T Carb help!

So I finally got around to getting someone to clean and tune the carbs that came with the bike (not sure if they're the original carbs, as I found that half the stuff that was in the box when purchasing the bike was from others) since I know nothing about carbs, and even after reading up on them still find myself confused.

Long story short, the guy cleans em, and says he can't tune them because I'm missing some jets. I didn't realize it since there were no more threaded areas, but he said there's supposed to be some pressed in jets in the circled areas below. Went and downloaded another manual for the CB400 and sure enough, pressed in jets in the carbs in there. (Actually, just re-read it and the manual said to "Unscrew the primary main jet", but there's no threads in that area on my carbs :/) So I ordered some from a website online while I was ordering some new stock sized jets (for some odd reason they were mismatched in the carbs already). So I'm wondering:

Are these even the correct carbs for this bike (Keihin VB 2FABIL), or am I ordering parts for the wrong bike....or are the pressed jets I ordered wrong, could there be any reason why this bike didn't have/need them in the first place? Just need to be pointed in the right direction...thanks

I'm not 100% but judging by the air mix screws it looks like some one took one carb from two different bikes and made a set of carbs. By different bikes I mean some combination of cm/cb400T or cm450. I have a couple of these carb sets in the work shop and they all vary slightly.

I hope not, that would suck royally...

Just checked the numbers on both of them and they are the same though (2FABWL), so maybe someone just switched a different Air Mix Screw out?
 
I'm not sure what your end project goal is but I spent a lot of time messing around with these old carbs on both a cm400 and cm450 to no happy results. After putting a lot of time and a fair amount of cash into the stock carbs I caved and bought a set of mikuni vm32's. I have been very happy with my choice. I have a set of stock carbs from a 400t that have threaded jet holes and are pre jetted for a bit more power. I had bought and installed a jet upgrade in them before I ripped out my air box chopped my pipes and installed the mikuni carbs. If you are intrested in these stock carbs I have shoot me a message.
 
Update:

Thanks to some help on another forum I've discovered that these are "VB2FA carbs for California only CB450SC in 1985", apparently wrong ones for this bike, although supposedly with a ton of work they might work. Looks like I'm either going to get some proper Keihins, or VM30's in a couple weeks to try sort this out...
 
The threadless holes you were asking about are supposed to have a rubber plug in it. Not a Jet. A decent rebuild kit should include them.
