CB450 FUeling Issue

So I have been experiencing some hesitation while riding which I just chalked up to the carbs needing a cleaning. But I happened to notice that the clear fuel line going from the petcock to the Carb wasn't full of fuel, looked like air bubbles and occasional fuel flowing. I don't know much about motorcycles with carbs. My last bike was fuel injected. So I took the tank off and turned the petcock on and no fuel would come out. If I put it in the reserve position it flows out good. I even filled the tank up.
I rebuilt my carbs, new jets, gaskets, cleaned everything good. Reinstalled them along with new Uni air filters. Also installed a brand new petcock, and even now when its on or in reserve fuel only seems to want flow out of one of the fuel line fittings on the petcock.
Took it out for a test ride and still has the hesitation, not as bad, but it also bogs down and acts like it gonna die if i get above 60 mph, but only seems to happen in the upper gears with the throttle open pretty wide, lower gears you can run up to redline. and sometime if i blip the throttle in neutral or with the clutch pulled in it will rev up and stay around 3k rpms and will go down if i give it some more throttle or let the clutch out some to get the gear to grab. Im stumped and am bout ready to take it to a shop.
If anyone has any clues as to what it might be im all ears!
 
If it flows good on reserve, but not in the "on" position, 3 possibilities:

1) Tank is empty
2) Main fuel feed hose is blocked. If you take the petcock off, youll see a there is a hose attached that goes up into the tank. This is your main fuel feed.
3) Petcock is broken or clogged and needs to be cleaned/rebuilt/replaced.
 
The petcock doesn't have any blockage. Checked it lastnight. The tank breather is the hole on the under side of the gas cap I take it? Whats the best way to check it? Someone told me that the slide in the Carbs could be sticking? I don't know much about carbs
