I'm interested too...but I have a pretty good idea that there isn't a "cure" for anything like that. The answer is most likely going to be make new headers (custom) or find another set that isn't crappy. If there is another way I would LOVE to hear it, since my pipes are crusty at the top too :'(
old saying: "some turds can't be polished". They were referring to rusty headers. Chroming will show and amplify EVERY imperfection. Unless you can sand them to a perfect bare metal surface, they are a lost cause. Maybe you can powder them matte black? That will hide a lot if they are solid.
