CB500 Carb Question

I started my first project and I'm a little new at this. So far I've got the carbs off to give them a good cleaning, but I noticed that when I move the link lever that holds the throttle cables only one throttle valve moves. Is this normal? It's the 2nd valve from the left.

500Four or twin?
On CB500F there should be a shaft linking all the lever arms that lift slides.
If you removed it, only one carb works

500Four. I got it working after a little work. The valves were stuck. I let it soak and then they popped up after I wiggled them a little bit.
