CB650 gas tank bolt

The dumbest shit just happened to me on my bike. I went to undo the gas tank bolt that holds it to the frame and the damn thing just spun endlessly. I even tried using my impact drill and it just spins. I decided to hack the top of the bolt off and see what was wrong. Apparently, in the assembly that is welded to the frame, there's this pocket and in side of it is a nuts basically. I think somehow it broke free and is now spinning freely. How in the hell do I get this off without hacking up the frame and rewelding?

Please, I need your help, otherwise this bike will just sit for god knows how long.
 
If it were me, I'd get a nut splitter on the nut. Some places call it a nut cracker or a nut breaker. Here's one from craftsman, but I'm sure Harbor Freight must have a cheap alternative.

That will at least get the damaged parts off without damaging the frame. Then you could probably just use a regular nut and bolt to bolt the tank on from now on.
 
Is that view the underside? If so, a nut splitter will work if you can fit it in, other options is plasma cutter or a cutting torch(as a last resort), you could possibly tack the nut with a mig welder. It may be possible to drill out the nut/bolt.
