What if changing exhaust/cutting frame/handlebars? Could this affect when going through the inspection of the bike?

The specifics are totally dependent on local regulation. For example, in Delaware, (US) inspections are done by state run facilities. Things like loud pipes definitely fail. In my state, (Pennsylvania,) inspections are done by independent bike shops with a state issued license. They do little beside inspect the tires, brakes, and lights. They generally don't care in the least about your exhaust, even though local police can issue citations for objectionable pipes.
