Are cl350 forks the same diameter as cb350?

Yes.
Edit: Just because they are the same diameter doesn't mean they will necessarily work. Early CLs used external fork springs whereas CBs and all later models did not. That would probably cause some fitment issues with covers (if you wanted to use covers instead of rubber boots). I also think that some CBs had a top triple which held the forks by tension.
