CL350 wont go past ~4000 RPM's

Finally put a tach on the thing and took it for a ride. For the life of me, I cannot get it to climb past 4100 rpms while riding it.

Bike:
Tired motor - Has lots of blow by coming out of the breather hose.... It's going to need a rebuild soon.
CL Pipes with emgo shorty mufflers
Keihin CV Carbs (3D). Floats set at 26mm, Tried both 70/115 and 72/120 Jets. Also shimmed the needle valve... cant feel any difference. Bike starts up without a choke no problem, making me think its rich.... but I'm told to rejet it from stock because of Pods/Open Mufflers....

Valves Adjusted.
Points Gapped.
Timing was adjusted.

Not sure why it wont rev... I give it full throttle, and it doesn't feel any different than half throttle...

Any Ideas? MUCH appreciated.
My gut says its timing or carbs.... but cannot get it going.

Check the timing advance fly weights located behind the points. I'll bet they are rusted tight and frozen up..........

That would make loads of sense. Not advancing!
 
You guys called it! The advancer was stuck, solid.

I took a few hours to get it out, cleaned up, lubed, and back installed.

HOLY CRAP. The bike will fly now. Used to be able to do 4K in 5th gear.... but now you goose the throttle and the bitch goes!
