Not sure this will fit the bill, but you might want to check it out. Found at the local Menard's. It's a fairly dense foam, 14.25" X 13.25" and 1.5". I'm thinking it is going to be a pretty good base for a seat pad. If not it will have been a $4.99 experiment. The price certainly is right.

Source of neoprene rubber online?Will it alone do the job?
1.5" inch will be too thick. I after 3/4" or 1" seat. Now sure if I plan to get it covered.

My seat was 2" thick with 1" neoprene as a base. I layered my seat with softer variations above.
