Clutch adjustment help 78 cb750k

I have looked through the forum to find this answer and came up with nothing.

I recently purchased a Barnett clutch kit ( friction p's, steel p's, and springs)

everything is great until i put the clutch lifter plate back on. I think im tightening it down to much or not enough since i cant seem to get the bike out of the "neutral feel". Meaning that i put it in 1st, it rolls like im in neutral or have the clutch pulled it... If any one has an idea of how far down the clutch lifter plate needs to be tightened that would be great, because i have not found any middle ground..

to clarify for those that may not be familiar with proper terms the clutch lifter plate is what secures the springs down.

i have a torque wrench but i cant find it
 
the spring plate should be tightened until it sits on the threaded posts of the clutch basket, the "natural" state of the clutch is engaging the transmission, if it's "neutral", then it sounds like something is quite wrong, if it is engaged until you put the outer cover back on (the part with the rotating ball bearing assembly) but then becomes "neutral", then your bearings are probably out of the seats and can be adjusted so they reseat
 
ok so i double checked every thing.... "spring plate" or the clutch lifter plate is screwed all the way down when i roll the bike back and forth the clutch spins. adjust the screw the ball bearings sit in the holes and out the outer plate on, can not move lever on outer portion , its like its locked and the bike will still roll back and forth like its in neutral, even if its in gear.

The nut that holds the clutch in is as tight as possible, it mat get a bit tighter with the tool but with the screwdriver method it very tight...

is there a certain position something needs to be in before its tightened down ..
