clutch adjustment issues

My bike is not running, but im doing clutch adjustment. On neutral the wheel is free when i move the wheel by hand and on first and other gear it bites which is good. My problem is when in gear and I pull the clutch lever it still bites and does not disengage the clutch completely, what could be the problem? I tried adjusting the bottom adjuster, turning it in and out, but it didn't do anything. Maybe this is normal, im not sure. Any help is appreciated. thanks

What type of bike? Also, even when you pull in the clutch the clutch will still grab a bit, especially with the bike not running and cold oil. It will never move as easy as it does when in neutral.

Its a 1972 honda cb350. I figure it has to do with that, I just don't want the bike going on me when start it up and not able to disengage the rear wheel. I still have to change the oil too. speaking of oil, the oil drain plug is stuck I hope im turning it the right way (lefty loosey righty tighty)? Is that normal too that I can just go through all the gears/neutral without pulling the clutch lever?
