I would say an 8 out of 10 as far as condition.

I will have to look up the size of axles but should be that same as your CB400T

Probably, I have a shoe box full of Spacers. Front axle if I remember is a 15mm? What width do you need? I can dig in the box. (I don't want to / can't use my bike as reference because it has been modified with CB350 front spoked w drum wheel)
