Cut fork springs - no rebound spacer

How will the riding be if I run the bike 2-3 inches lower in the front (I will cut the springs) without running a rebound spacer?
 
It'll work fine so long as you don't give a shit about bad handling, wallowing front end, front end dive, teeth-jarring bottoming out, and tank slappers.

your question is odd...cutting springs and not using a rebound spacer is counter to what you are trying to attain.....if you want to lower the front end you would cut the normal ride springs and then install spacers under the damper rod (along with top out springs) which will lower the front end, make spring rate stiffer and change geometry... it is fairly basic but you will have some issues to consider, spring rate, ride height-geometry changes,fluid flow through the spacers put under the damper rod...
it would be helpful to know what machine, what type of bike you are building and what else you plan on doing to the frame,forks and rear suspension??
a few inches done PROPERLY is possible ...

what about just putting Scooter 15 inch rims on....leave the suspension alone. that would lower it a bit, or maybe 13 inch wheels. That would be about 2.6 inches lower.

Heck, even better, some 10 inch mini bike wheels. That would be a very unique look, and pretty darn low too.
Mix the 10 inch rims with the fork shortening, and you would need a ladder when you got off the bike to get to ground level.... 8)
