Don't know the official spec, but too much will shred the washer and cause it to leak (if it is a fiber washer instead of copper). 20 ft/lbs will be plenty, at least that is approximately what I use, though I don't bother with a torque wrench. If it has copper washers, you can re-use them but best to anneal them before replacing the bolt.
